What is ECATS?

The North Carolina Department of Public Instruction (NCDPI)  is working hard to implement their new data system, known as ECATS, which stands for Every Child Accountability & Tracking System. ECATS is comprised of three integrated modules: Special Education, Service Documentation, and Multi-Tiered Systems of Support (MTSS). ECATS serves NCDPI and will be utilized by all current and future North Carolina Local Education Agencies (LEAs), Charter Schools, Regional Schools, Educational Services for the Deaf and Blind Schools (ESDB), and other public schools.

The North Carolina Department of Instruction Exceptional Children Division stated in a recent letter to parents, guardians and students, that they believe ECATS “will allow us to better document and provide special education services to children with disabilities.”

In addition, the EC Division has reviewed and revised its current EC forms. While the forms have changed, the EC Division states “we want to reassure you that our obligation to provide appropriate special education and related services to children with disabilities has not changed.”
