State Improvement Project (SIP)

The NC Department of Public Instruction (NC DPI) received it’s second 5-year grant in 2005 from the US Department of Education designed to “improve” the quality of instruction for students with disabilities. ECAC is proud to be an important part of the State Improvement Project and is working with state and local educators to develop and distribute materials for families on literacy, behavior, writing and mathematics.

Current Activities

To improve parent communication and involvement with NC-SIP, ECAC provided assistance in working with parents and parent groups during the first five years of the project and will continue to work in partnership with NC DPI in an expansion of the program over the next five years.

Our activities will include coordinating meetings to develop statewide parent assistance activities for advocacy organizations such as the Learning Disabilities Association of North Carolina and the ARC of North Carolina. ECAC will also be involved in developing a series of parent information packets on positive behavior supports as well as the use of evidence-based practices in reading, writing and mathematics instruction. To provide additional opportunities for parent involvement and information sharing, NC-SIP II activities will be included in ECAC conferences for parents and teachers.

School-wide Positive Behavior Support

The North Carolina Department of Public Instruction is promoting the use of school-wide positive behavior support to improve behavioral and academic success in all North Carolina Schools. A DVD and a brochure have been developed in collaboration with ECAC and will tell you more about this initiative.

If you would like to order the DVD or would like to receive a brochure mailed to you, contact Toni Robinson at 800-962-6817, ext.

Literacy and Reading for Students with Disabilities

open bookECAC believes that is never too late and people are not too anything — not too learning disabled, not too mentally retarded, not too autistic, not too physically impaired, not too emotionally challenged, not too economically disadvantaged — to be literate. All children, regardless of their age, their culture, economic background, age or the severity of disability, should have access to stories and books and instruction in reading and writing.

The following worksheets can be used to help you gather specific information about YOUR child's performance in the areas of reading, writing, spelling and testing. Schedule time with your child's teacher to review his or her progress and areas of difficulty. The worksheets are designed so that you have a place to write down each answer. Remember if you do not understand something, ask to have it explained thoroughly.

History and Accomplishments of Project

For the past 5 years, ECAC has worked to improve parent communication and involvement with North Carolina State Improvement Project (NC-SIP).

In 2005, the North Carolina State Improvement Project (NC-SIP) completed a five year federally funded program that established a network of “best practices” centers and sites across the state that had excellent results in improving the reading performance of students with disabilities. In each of the last three years, the percentage of students at or above grade level on the NC End of Grade test in these centers and sites has increased at a rate of more than three times greater than students with disabilities at or above grade level statewide who were not involved with the SIP.
